That is a finding about evaluation, and it is worth understanding as a category. The regulator is not only asking whether an operator contacts a customer showing signs of harm; it is asking whether the operator checks that the contact worked. By the standards of the largest British operators the penalty is at the lower end — several licensees in this catalogue carry settlements between £2 million and £17 million.
