OUR ANALYSIS

Fortune Mobile Casino welcome offer: our reading

The general terms behind this offer promise a standard of disclosure that the offer itself does not meet. Clause 14.6.1 commits the operator in writing: "Each Promotion will state the Wagering Requirement, Contribution table, Eligible and Excluded or Weighted Games/Markets, Max Bet, expiry, Wallet Order, and any cap on convertible winnings." The welcome offer states its expiry and its cap. It does not state a wagering requirement, a contribution table, a maximum bet, or a wallet order. Measured against the operator's own rule, 4 of the 7 required disclosures are missing from the page that sells the promotion.

That matters most for the wagering figure, because the terms define the term precisely and then leave it blank here. Clause 14.1.3 defines a wagering requirement as "the amount of eligible staking required before Bonus Funds or related winnings become withdrawable", and 14.1.4 defines contribution as "the proportion of a stake that counts towards a Wagering Requirement". The offer says nothing about either for the winnings from its 50 spins. A player therefore cannot tell from the page whether those winnings are cash, or bonus funds with turnover attached — and clause 14.6.2 makes the consequence of guessing wrong concrete: while a requirement is outstanding, withdrawals of bonus funds and their winnings are restricted, and withdrawing early forfeits what has not been converted.

What the page does state is the shape of the exchange. A first deposit of £20, selected through the promotion in the cashier's deposit drop-down, followed by £20 staked in cash on slots, releases 50 spins on Big Bass Football Bonanza at 10p each, with "£50 max redemption". The spins are credited within 7 days of qualifying and are then valid for 7 days. So the face value of the award matches a quarter of the money that has to pass through the slots first, and whatever it returns is capped at £50.

A note on the game, because it is the kind of detail that invites a wrong number. Big Bass Football Bonanza is not in our games catalogue, and the return figure we hold for Big Bass Bonanza — a different title in the same series — cannot be carried across to it. The series has multiple games with their own mathematics, and the one named here has no studio page in our records. For an offer whose value depends on what a 10p spin returns, that figure is simply not available from data we have read.

The qualifying step has a failure mode worth stating plainly: the offer must be chosen from the deposit drop-down at the moment of the first deposit. There is no code, and nothing in the terms allows the selection to be made afterwards, so a first deposit made without it is a first deposit with no spins attached.

The rulebook is not this brand's alone. The footer names Grace Media (Gibraltar) Limited, Gibraltar, under Gambling Commission reference 57869 — current in our register mirror and carrying no case in our enforcement mirror — and a sister brand in this catalogue runs the identical document. A third site publishes the same template after a rebrand that replaced the operator's name mechanically and, in the clause about account restrictions, destroyed the ordinary word "grace" in the process. This copy still reads "any grace period before a restriction takes effect", which is how the defect at the other site can be identified at all.

The anti-abuse clause is unusually precise about arithmetic rather than intent. It rules out "roulette coverage patterns and other minimum-risk progressions intended to churn, satisfy, or convert Wagering Requirements at negligible expected loss, for example covering 24 or more numbers, covering all three dozens or all three columns, or combining even-money bets with number coverage". Since the qualifying stake here must be made on slots, the clause governs the rest of the account rather than this offer, and it is a fair description of what the operator considers risk-free churning.

One of the 4 missing disclosures deserves naming on its own, because the terms define it and nothing tells the player what it is here. "Wallet Order" is the sequence in which cash and bonus money are spent, and it decides whether a stake draws on the player's own balance or the promotional one — which in turn decides whose money produces the turnover. The offer page does not state it, and the general terms define the concept without fixing a default, so the order applied to these 50 spins is not discoverable from either document.

What is left unpublished, beyond the 4 missing disclosures, is the stake side of the qualifying turnover: no maximum bet, no list of the slots that count, and no named payment method that fails to qualify. The offer's published figures — £20, £20, 50 spins, 10p, £50, 7 days and 7 days — describe what must be done and what the ceiling is, and leave the cost of doing it to the terms the page was supposed to quote.

The treatment of customer money is the least comfortable disclosure in the document, and it is stated plainly. The operator holds customer funds in bank accounts separate from its own and classifies its arrangements under the Gambling Commission's insolvency ratings system as "Not protected – segregation of customer funds", adding that the classification is applied by the operator and "should not be considered approved by the Gambling Commission either implicitly or otherwise". In an insolvency the funds "would form part of the assets of the business and may not be returned". A £20 deposit is small, but whatever a spin win leaves in the account carries the same exposure for as long as it stays there.

Holds on money are written as a duty with a list attached. The operator will place a temporary hold on a balance or a withdrawal "while we complete investigations or review documents requested from you", and notes that documents may be requested only at the point of withdrawal when a risk indicator appears then. It undertakes not to request documents "solely to delay a withdrawal". Until verification is complete the account may be restricted in 4 ways: access to the services prevented, deposits or stakes limited, a hold on withdrawals, or features disabled. Restrictions can be immediate and without notice where the law requires, where fraud or a breach is reasonably suspected, where there are safer-gambling concerns, or where delay would materially increase risk. If the checks cannot be completed the account "will remain restricted indefinitely and may be closed", and any balance is handled under the law, "which may include withholding funds".

The checks do not stop after registration. The terms allow ongoing and enhanced checks at any time while the account is open, and say they may be triggered "if particular financial thresholds are reached", if spending or behaviour changes in a material way, or if the player is linked to higher-risk jurisdictions. The player agrees to provide documents promptly on request.

Withdrawals go "where possible, to the last used deposit method". The exceptions are a method the player can no longer reach and can evidence, a failed payment to it, and a last-used method that was a third-party or prohibited one, in which case any refundable amount is paid to a bank account in the third party's name only. The same section lets the operator void winnings for a breach of the terms "whether the breach is discovered before a withdrawal request or during the withdrawal process", and to refuse or discontinue a payment method it reasonably believes is being used in breach. Changes to payment-method limits and timeframes are notified by email 7 days ahead where possible, or after the fact where site or gateway security is at risk.

Where a system fault or an administrative or pricing mistake credits money, the terms say it is "held by you on trust for us and must be repaid on demand", and winnings derived from it are cancelled and reclaimed. The operator will seek to void the affected and related transactions, withhold or reverse the winnings, and, where money was withdrawn, require repayment on request and pursue the balance "where it is deemed legal and economical to do so". The category expressly includes promotions offered on incorrect terms, which matters for an offer whose key figures the page leaves undisclosed.

Interruptions are handled by game type. Where a player can no longer influence the outcome the result stands; where no outcome has been generated the stake is returned; a multi-stage game is restored to its last known state or, failing that, the affected play is voided and the stake returned for the unresolved portion. Progressive meters are restored to their pre-failure state so far as within the operator's control, deferring to the provider's determination where a third-party provider controls the progressive.

The document contradicts itself on which text wins when a promotion's terms differ from the general ones. Clause 1.3 says that where a game rule, sports rule or promotion conflicts with the general terms, "these Terms will prevail"; clause 14.2.2 says that "the Promotion-specific terms prevail, then the Bonus and Promotions Terms, then these Terms". The later clause is the one written for promotions, and it favours the specific text, but a player is entitled to notice that the same document gives both answers. Other promotion clauses are more settled: a promotion is limited to one per person, household, address, IP address, device, payment method, phone number and email address, per site in the network; changes are prospective only, except where legal, integrity, fraud-prevention or security reasons require immediate action; and there is "no cash alternative" for unconverted funds or unearned benefits.

Duplicate accounts are dealt with in steps. All associated accounts are suspended and investigated; the earliest opened or most fully verified account may be kept and the others closed, or all closed where appropriate; promotions applied to the duplicates are removed; winnings attributable to duplicate activity are voided "if the net deposit position is greater than zero", and deposited funds "wagered and lost in good faith prior to detection" stand.

Restrictions and notes
First deposit only, made through the promotion in the deposit drop-down; the qualifying £20 must be staked in cash on slots. The promotions page cuts the full terms off at "Read More", so no wagering figure for spin winnings was read, and the homepage still advertises a different "up to £500 and 150 bonus spins" offer.
