21.co.uk
We publish a welcome offer only after reading its full terms on the operator's own UK page on a recorded date. We have not managed that for 21.co.uk yet, so there is no figure to quote and no link to follow — the rest of the review stands on the licence, the register and the documents we could read.

Cons
Live lobby: roughly eighty tables, and a FAQ that undersells them
21.co.uk is built around the live floor. The live casino page we captured on 19 September 2026 lists close to eighty distinct tables and game shows by name, each tagged with its studio: Evolution supplies about forty of them, Playtech about twenty-five, OnAir Entertainment six, Pragmatic Play Live four and Ezugi two. That is a count of names printed on one public page, not a count of every table behind the login, so treat it as a floor.
The oddity is that the same page answers "Why Play Live Casino?" by saying the lobby "has over 30 different games available". The tiles above that paragraph show more than twice that. A FAQ written some time ago and never revised is the most likely explanation, and it is a small example of why we count what is listed rather than repeat what a site says about itself.
The distinctive part is the "Live from Las Vegas" row. Fourteen Playtech tables are named there, among them MGM Grand Roulette, MGM Grand Baccarat, Bellagio Roulette, Vegas Live Blackjack 1 to 3 and Vegas Baccarat Live. These are the tables the welcome offer points at, and they explain why the same company runs a separate brand for live play. Stakes are printed on some tiles: MGM Grand Roulette from £0.20, MGM Exclusive Blackjack from £20, Vegas Live Blackjack 3 from £50 and Vegas Live Blackjack 4 from £100.
There is also a set of tables labelled exclusive to the brand: 21.co.uk Roulette from OnAir Entertainment at a £0.50 minimum, and several Evolution blackjack tables such as Exclusive Blackjack and Exclusive Free Bet Blackjack at £5 or £10 minimums. The seat counters on the blackjack tiles (2/7, 7/7) show how full each table was at the moment of capture; a table at 7/7 means you watch or bet behind rather than sit.
Our method caps the live criterion at two points of four until we can confirm a count from inside a funded account, which we have not opened. On the evidence of the public page alone, the supply clears our thirty-table, two-studio bar comfortably.
Offer terms: £5 in Golden Chips for a £10 live stake
There is one welcome offer on the promotions page, and it is aimed at live players rather than slot players. A new customer opts in, deposits £10 or more within seven days of registering, then wagers that amount once on any live casino game within seven days. In return the account receives £5 in Golden Chips, issued as 50 chips of £0.10, to be used on eligible Playtech tables in the Live from Las Vegas row. The chips carry a three-day expiry. One line of the same card says the chips can be used "on any Live Casino game", which contradicts the key terms directly below it; the narrower wording in the key terms is the one to rely on.
The good news is the size of the qualifying requirement. One pass of £10 through live casino games is about as light as a condition gets, and it is money a live player would stake anyway. There is no deposit match here, so there is no bonus balance with a multiplier hanging over it.
The gap is what happens to chip winnings. The key terms we read say "Wagering contributions vary" and "T&Cs & exclusions apply", and link to a full promotion page we did not capture. They do not say whether winnings from the Golden Chips are paid as cash or carry their own requirement. Until that sentence is read on a dated page, we do not score the offer: all four bonus criteria stay unassessed, and none of them counts against the brand.
Two practical points follow from the terms we do have. A ten pence chip on a table whose minimum is £20 cannot be played there, so check which Vegas tables accept chip bets before the three days run out. And "wagering contributions vary" applies to the qualifying £10: a live game that contributes less than 100% means staking more than £10 to meet the 1x condition. Our wagering calculator shows how a partial contribution changes the turnover.
Games beyond the live floor, and the one RTP figure on the site
The casino games page is organised in rows rather than by total, and it never states how many titles the site carries. The one figure near a count, "800", comes from the Gigantic Jackpots banner, which says "Win prize pots on over 800 games". That is the number of games linked to one jackpot network, not the size of the library, and we do not read it as a library count.
What the page does show is a wide spread of studios. Named against tiles are Blueprint, Pragmatic Play, Games Global, Hacksaw Gaming, Push Gaming, Octoplay, NetEnt, Play'n GO, Eyecon, Relax, Thunderkick, Inspired Gaming, Barcrest, Williams, ReelPlay, Iron Dog Studio, Playson, Alchemy Gaming, GameVy, Foxium, iSoftBet, Gaming Corps and DWG, plus a Slingo Originals row of twenty titles. The brand-exclusive row includes Push Gaming's New York New York and Bellagio Diamonds, both MGM-themed.
The only return-to-player figure published anywhere in our captures belongs to the Gigantic Jackpots feature: its terms line reads "RTP 70%". That is the return on the separate jackpot stake, which starts at 9p a spin, not the return of the slot underneath it, and 70% is a low figure by any slot standard. Players opting in should know they are adding a side bet that returns less than the game it sits on.
No per-game RTP setting is published, which is zero of six on our transparency criterion. The site does link a guide called "What is RTP and volatility?", which explains the term without saying what this lobby runs. Demo play was not tried, so that criterion is not assessed.
Withdrawal rules in the terms, without a banking page to check them against
We did not capture a banking or payments page for this brand, so there is no published processing time, no withdrawal minimum and no list of which methods pay out. What exists is the general terms, version 6.0 dated 9 March 2026, and they are more specific about withdrawals than most.
Clause 9.10 sets the route. Withdrawals go back to the deposit method wherever possible; a wire transfer can only go to a UK bank account in the player's name; a DBT transfer is reserved for non-UK accounts; cheques are not offered. Withdrawals below £10 have to be requested through support, and the clause allows the company "to deduct a reasonable fee for processing withdrawals" without naming the amount. A £6 balance could shrink before it arrives.
The only list of payment methods we found is on the live casino page, in a marketing paragraph: "Visa Debit, Apple Pay, Bank Transfers, and PayPal". Credit cards are refused outright by clause 9.7, including a credit card loaded into an e-wallet. Because none of these pages says which methods accept withdrawals, the method-coverage criterion is not assessed, and nor is fees and limits beyond what the terms state.
Clause 13 is worth reading before leaving money in an account. After 365 days without a login an account is classed as dormant, and at least 30 days after the first attempt to contact you a £5 monthly administration fee starts coming off the balance. Customer funds are held in separate accounts at the Commission's "medium" protection level, which means the money is segregated but not held in a trust.
We have not withdrawn anything here, so the withdrawal-time criterion stays unassessed.
Verification before the first deposit, not after the first win
The terms answer the question most casino pages avoid: when the checks happen. Clause 8.2 says players cannot gamble until name, address and date of birth are verified, and clause 9.2 says no deposit can be made until then either. For most people that check runs electronically against the registration details, and it happens before any money is at stake.
Documents are a separate layer. Clause 8.5 names a passport or driving licence and a proof of address such as a bank statement or utility bill, requested "from time to time, upon our request". Clause 8.6 lists what a source-of-funds check can ask for: payslips, P60s or tax returns, company accounts, dividend statements, evidence of inheritance, rental income, winnings elsewhere or a property sale. That list tends to appear after large deposits rather than at sign-up.
Our rubric gives two of three points for documents listed in advance; we would score the timing higher if the documents were tied to a stage, but only the identity data is. The practical advice is simple: if a document request arrives, answer it quickly, because clause 9.9.2 warns that a delay in supplying information adds to the delay in paying out.
Licensee: LeoVegas Gaming PLC, six domains and one £1.32m penalty
21.co.uk is a trading name, not a company. The footer and the terms both name LeoVegas Gaming PLC, registered in Malta under company number C59314, licensed by the Gambling Commission under account 39198. The terms define the wider group as MGM Resorts International and its subsidiaries, which is why MGM Grand and Bellagio tables appear in this lobby. The register shows the account active since 1 November 2014, with all four licences active and six domains attached: 21.co.uk, betmgm.co.uk, betuk.com, leovegas.co.uk, pinkcasino.co.uk and slotboss.co.uk. We checked it on 16 October 2026.
Sharing a licensee has consequences a player can feel. The safer gambling page says self-exclusion blocks every one of those six sites, and that spend limits apply across all of them. It also says a time-out does not: a break set here has to be set again on each sister site. Clause 11.4 of the terms lets the company close accounts across the group if one of them is closed for a prohibited practice.
The Gambling Commission's feed we mirror holds one published case against the licensee: a £1.32 million penalty announced on 3 August 2022. Our method scores any penalty of £1m or more as zero on the enforcement criterion, whatever its age, so four points go. There is no second case in the feed since.
Disputes go to IBAS, named in clause 21 with a postal address, e-mail address and phone number, which earns full marks on the complaint route. No testing house is named: the live casino page says games are "tested by third-party auditors" without saying which, and an unnamed auditor scores the same as none.
Safer gambling limits that suit a live-dealer site
Live casino play has a rhythm that slot limits do not always catch. A blackjack hand at a £10 table takes under a minute, a roulette spin less, and a session at Vegas stakes can move a lot of money without any single bet looking large. Of the tools on the 21.co.uk safer gambling page, two fit that pattern better than the familiar deposit limit.
The wagering limit caps the total staked across all bets in a day, week or month, whatever is won back in between. For a live player that is the honest measure of how much play is happening, because winnings recycled into the next hand never show up in a deposit figure. The session limit logs the account out after a set time, with a warning as it approaches. Raising either one means a 24-hour wait before the change takes effect, and a lower wagering limit applies at once.
The spend limit here is calculated on a net basis, deposits minus withdrawals, and it applies across every site on the licence. That is useful for anyone who plays on more than one of them, and a reason to set it here rather than per brand. The time-out does not carry over the same way, as covered above.
Clause 15.3 of the terms adds that the company can change how financial limits are calculated with 30 days' notice. The page also points to GAMSTOP and GamCare's National Gambling Helpline on 0808 8020 133, which is the only 24-hour phone line our captures show.
Support through chat and e-mail, with no hours we could read
The support page offers two routes: a Help button in the corner of the screen, which opens the chat, and an e-mail address, support@21.co.uk. Clause 20 of the terms repeats both. There is no telephone number for customer service on any page we captured; the phone numbers in our captures belong to IBAS, GamCare, Gamblers Anonymous and the Samaritans.
Neither round-the-clock chat nor a customer-service phone line is stated on the pages we read. The "24/7" claims in our captures describe the live dealers and the outside help services, and the only 24-hour telephone line is the National Gambling Helpline run by GamCare. We score the channels we can see, and we do not score response times until we have made three timed chats ourselves.
The site mentions a mobile app on the App Store and Google Play. We have not installed it on a handset with a funded account, so the mobile axis is not assessed.

Deposit with (4)
Withdraw to
The pages we read list deposit methods but do not say which of them can receive a withdrawal. Most UK casinos pay back to the method that funded the account, but that is a convention rather than something this operator has published — ask before you deposit with a method you would not want to be paid to.
Games & studios
The 5 studios 21.co.uk names on its own pages, across 800+ titles by its own count. A studio listed here means its games are in the lobby — not which of them, or at what return.
What the operator's own documents say
Every line below was read from 21.co.uk's own banking, help and terms pages on 19 September 2026, and each page was stored with a checksum so the reading can be re-checked. Nothing here is our own measurement: it is what the casino publishes about itself, which is a different and weaker kind of evidence.

Who you are actually playing with
A casino brand is not a company. 21.co.uk is operated by LeoVegas Gaming PLC, and that company — not the brand on the homepage — is the party holding your money, answering a complaint and appearing in the regulator's records. Its oldest active UKGC licence has run since November 2014. Everything the register holds on it — licences, sites, trading names and any regulatory action — is on our LeoVegas Gaming PLC register page.
Other sites run by the same company
These 9 domains are registered to LeoVegas Gaming PLC in the same register entry. This matters for three practical reasons: a self-exclusion applied by the operator normally covers all of them, your verification documents are usually recognised across them, and a “different casino” offering you a fresh welcome bonus may be the same company you already have an account with.
Sister brands we have reviewed
4 other brands in our catalogue are operated by LeoVegas Gaming PLC. Their reviews are built from the same register entry and carry the same enforcement record as this page, because a penalty lands on the company rather than on the brand name.
Regulatory action on record
The Gambling Commission publishes the action it takes against its licensees: fines, regulatory settlements and licence suspensions. Below is every published statement we can tie to the company behind 21.co.uk, or to this site by name — not an allegation from a forum, and not our opinion, but a regulator's own record of what it found and what it cost. A fine is not automatically a reason to avoid a casino: what matters is what it was for and whether the same failure could reach your money.

Online operator LeoVegas fined £1.32 million
Against LeoVegas Gaming PLC
|
Gambling operator LeoVegas will pay a £1.32 million penalty for social responsibility and anti-money laundering failures.
- setting spend triggers for Safer Gambling Team customer review significantly higher than the average customer’s spend without any explanation as to how this was appropriate
- setting six hours as the point at which customers were made to take a 45-minute cool off period without explaining how they concluded that playing for six hours was the point at which harm would occur
- not acting on their own policy of interacting with customers exhibiting indicators of harm including denied deposits, cancelled withdrawals, long gameplay sessions, gambling sessions occurring late at night or early in the morning
- not sufficiently taking into account the Commission’s 2019 guidance on customer interaction.
- financial triggers for anti-money laundering reviews being too high and unrealistic to effectively manage money laundering and terrorist financing risks
- relying too heavily on ineffective threshold triggers and inadequate information regarding how much a customer should be allowed to spend based on their income or wealth, or any other risk factor
- inappropriate controls allowing significant levels of gambling spend to take place within a short space of time without knowing anything about customers’ financial situations.
Quoted from the Commission's own notice — Online operator LeoVegas fined £1.32 million.
Source: the Gambling Commission's enforcement-action feed, mirrored 16 Oct 2026. Cases are tied to an operator through the licensee company named in the register, so a case may cover sister brands run by the same company; a statement that names this website under an earlier licensee is listed too, against the company it was made against. Where a statement divides a sum between several licensees, the figure here is the share of the licensee behind this site.

A live-casino brand with a live floor bigger than its own FAQ admits: about eighty named tables from five studios, including Vegas-streamed Playtech tables from MGM properties. The welcome offer is small and easy to qualify for, but the captured terms never say how Golden Chip winnings are treated, so it stays unscored. The paperwork is solid: verification before the first deposit, IBAS named, footer and register in agreement. Against that sit a £1.32m penalty on the licensee, no banking page we could read, and a fee on withdrawals under £10.
